Act 47 Cyber School Student Enrollment Verification

LETTER TO GUARDIANS

Dear Bellwood‑Antis Cyber Charter Families,

 

In November 2025, the Commonwealth of Pennsylvania enacted Act 47 of 2025, amending the Pennsylvania School Code and establishing new requirements for students enrolled in cyber charter school programs. As a result of this legislation, parents or guardians of students attending a cyber charter school are now required to submit continued proof of residency to both the cyber charter school and the student’s school district of residence twice each school year—by November 1 and by March 1.

 

As the March 1, 2026, deadline is quickly approaching, we are writing to remind and encourage all Bellwood‑Antis families with students enrolled in cyber charter schools to complete this requirement as soon as possible.

 

What Is Required

The Pennsylvania Department of Education has developed a Charter School Student Enrollment Verification Form, which must be completed by the parent or guardian and signed by an authorized representative of the cyber charter school. The form requires the following information:

  • Student’s name, home address, and mailing address
  • Grade level
  • Date of enrollment
  • Name and address of the cyber charter school
  • Name and telephone number of a cyber charter school contact person
  • Signature of the parent or guardian
  • Signature of an authorized cyber charter school representative

 

In addition, proof of residency must be submitted. Acceptable documentation includes one of the following documents dated within the past three months and containing the parent or guardian’s name and address:

  • Active residential lease agreement or mortgage statement
  • Bank statement, utility bill, or internet bill
  • Tax bill
  • Insurance document
  • Any other document deemed acceptable by the Pennsylvania Department of Education

  

Submission Process

  1. Families should gather the required documentation and complete the Charter School Student Enrollment Verification Form.
  2. The form must be submitted to the cyber charter school for signature by the appropriate contact person.
  3. Once completed, a copy of the signed form and proof of residency must be submitted to the Bellwood‑Antis School District.

Documents may be submitted electronically or by mail. Additional information, forms, and guidance are available on the Bellwood‑Antis School District website at www.blwd.k12.pa.us.
